SHRM Statement on the New H-1B Registration Selection Process


ALEXANDRIA, Va – SHRM Chief of Staff and Head of Public Affairs, Emily M. Dickens, released the following statement on Improving the H-1B Registration Selection Process and Program Integrity issued by U.S. Citizenship and Immigration Services (“USCIS”) within the Department of Homeland Security (“DHS”)  effective March 3, 2024.

SHRM welcomes USCIS’s beneficiary-centric selection process for the H-1B registration process. We commend USCIS for recognizing the need to modernize the program and for incorporating elements that resonate with SHRM's data-driven Workplace Immigration Policy Recommendations.

 SHRM strongly supports the integrity measures that call for shifting to selecting registrations by unique beneficiaries in the cap selection process. These measures promote fairness and transparency within the program and align with our commitment to fostering an honest and efficient immigration system.

 Overall, SHRM views the final rule as a positive step towards a more effective H-1B program. We remain committed to working with USCIS to further refine the program, remove unnecessary barriers to talent acquisition, and advance the interests of both U.S. employers and skilled foreign workers.
