Elizabeth Owens Bille, J.D., SHRM-SCP
Elizabeth Owens Bille is General Counsel and Corporate Secretary at SHRM. As the chief legal officer of the company, Bille is responsible for enabling the achievement of SHRM's and its subsidiaries' business strategies and objectives by providing expert counsel, leadership, and solutions on key legal issues and risks; complex business transactions and matters of corporate structure; protection of intellectual property; and matters of governance and ethics. Bille also serves as Corporate Secretary and SHRM's Ethics Officer.
Elizabeth served as Vice President and Associate General Counsel with SHRM from 2014 to January 2016, and prior to that she served as SHRM's Associate General Counsel for five years. Elizabeth is in her second stint with SHRM, having worked in SHRM's Government Affairs Office as a lobbyist and leading its state government affairs program for three years. Before rejoining SHRM as Associate General Counsel in 2008, Elizabeth practiced labor and employment law with the law firm of Hogan & Hartson LLP (now Hogan Lovells) and then served as legal and policy counsel to the former Vice Chair of the U.S. Equal Employment Opportunity Commission (EEOC), Leslie Silverman. In this latter role, she provided legal and policy advice on complex EEOC litigation and the development of EEOC regulations and enforcement guidance.
Elizabeth holds the SHRM-SCP certification and has published and presented on employment law in various forums.
Elizabeth received her J.D. from the George Mason University School of Law, where she graduated first in her class and was Executive Editor of the George Mason Law Review. She received her B.A. magna cum laude from the University of Minnesota.
